Gets the geocentric radius at the given latitude $phi$.
- Parameters:
lat – The latitude, in degrees.
- Returns:
- \[\begin{split}R(\phi)=\sqrt{\frac{{(a^{2}\cos(\phi))}^{2} + \\ (b^{2}\sin(\phi))^{2}}{(a\cos(\phi))^{2} + (b\cos(\phi))^{2}}}\end{split}\]
